THE PROCESS: In 2003, the Legislature passed Engrossed Substitute House Bill (ESHB) 1592, creating a Special License Plate Review Board.  The Board will review applications for new special license plates presented to the Departmetn of Licensing by qualifying organizations.

The new review process allows qualifying, nonprofit organizations, government agencies and community colleges to make application for a new special license plate series.

Once the completed application is submitted, the board’s administrative support person reviews the special license place series application and confirms that the sponsoring organization has submitted all required documentation.  If the application is complete, the application is presented to the Board who will review and either approve or reject the application submitted.

If the Board approves the application, the Board will document their approval.  The draft bill submitted with the application must then be presented to the legislature.  Once the department receives written notification that the special license plate has been approved through the legislative process, the sponsoring organization will be required to enter into the written agreement with the Department of Licensing.
